Is the Lightning-Type Mass Outbreak Wonder Pick event good?
There are only benefits to picking from Bonus Picks, either to complete your collection or to even try to get a Shop Ticket or a Pack Hourglass, items that were absent from the first Wonder Pick event.
As for the Pokémon cards in the Bonus Picks and exclusive to the Rare Picks, they're good to build a Pikachu ex deck. Zapdos ex is a core card, often played as a 2-of in these decks, thanks to its high HP for a Basic Pokémon, its low Retreat cost and powerful but unreliable Thundering Hurricane attack. Magneton is played in conjunction with Lt.Surge to pump up Energy to Raichu

The new basic Pikachu replaces the one from Genetic Apex thanks to its potentially higher damage output of 30, while Dedenne and Electabuzz from Mythical Island are getting more and more popular.
You will however need to open Pikachu ex booster packs if you want to complete this deck. Pikachu ex itself is the main beatstick of the deck and Zapdos cannot replace it. Raichu from Genetic Apex is also better than the one from this event (Mythical Island) thanks to its uniquely high damage output for a Pokémon.
